Rudy Giuliani: Mention 9/11 More!

Maybe because the Democrats choose not to use 9/11 as an issue to make political gain with; something Rudy Giuliani wouldn’t know anything about, since the only thing that came out of his mouth during his campaign was a noun, a verb and 9/11. (Joe Biden)
Giuliani seems to have concern over how few times that the Democrats mentioned 9/11, which implies that they did mention it. So how many times do they have to mention 9/11 before it becomes just another tactic to win elections?
Is that number different from Republicans? Or is there a general rule-of-thumb that one can use to know just how many times that one can mention 9/11 in a given amount of time?
